But Pescatore didn't say "most effective", he said "best".

He might as well have said "the best technology is the one the customer is willing to pay for".

It's just a perspective on what counts as "best". After all, the people who were running all the failed banks still have a lot more money than the rest of us, so they must be happy enough.

Of course from a security perspective, effectiveness is more important than happiness. But if the customer isn't happy then the security won't happen.
